POSITION TITLE: Gas Department Supervisor
DEPARTMENT: Gas Department
REPORTS TO: Public Works Superintendent

POSITION SUMMARY:
The Gas Supervisor is a salaried, (exempt), management position responsible for coordinating the repair, maintenance, and new construction of natural gas distribution facilities. An incumbent in this class manages, controls and directs employees assigned by economically deploying manpower and economically using appropriate tools and equipment commensurate with the difficulty or magnitude of the task at hand. An incumbent in this class exercises independent judgment and discretion not of a routine or clerical nature.

POSITION DUTIES:
Under general supervision; plans, organizes, coordinates, supervises and participates in the activities of maintenance crews engaged in maintenance and operations of the city’s natural gas system; supervises and participates in new, rehabilitation or replacement reconstruction and restoration activities, including but not limited to planning, budgeting, and determining means and methods of such repair activities; manages the regulatory compliance efforts of the department utilizing the support services of SRCS; trains and instructs subordinates in construction and maintenance techniques, safety practices, equipment operation and routine maintenance; investigates and resolves service complaints and processes service requests; evaluates and reports on the performance of assigned subordinate personnel; resolves employee grievances; and does related work as required.

REGULAR RESPONSIBILITIES:
• Directing and coordinating the management, operation, construction, repair, and maintenance of the natural gas distribution system while meeting regulatory requirements at the state and federal level (PHMSA, PSC, MGAG & GMA).
• Responsible for overseeing the delivery of reliable gas service to all customers in a safe and compliant manner.
• Supervises and evaluates assigned staff; addresses employee concerns, directs work assignments, counsels and disciplines employees, and completes employee performance evaluation and appraisals.
• Maintain all certifications and continuing education requirements necessary for the upkeep of all city infrastructure and keeps staff up to date and certified as necessary to meet local, state, and federal requirements.
• Administer, update, and maintain reports required to keep the city in compliance with state and federal regulations related to the city gas systems.
• Maintain accurate and up to date records, inspection reports, and service work orders.
• Responsible for coordinating staff response during emergencies, outages, and after hours stand-by calls to protect, repair, and maintain the natural gas distribution system.
• Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures.
• Oversees the engineering, construction, maintenance, inspection, alteration, and repair of all gas distribution lines and equipment.
• Coordinates with consulting engineers, contractors, developers, other utility systems, and intergovernmental agencies in the planning and construction of new distribution lines and in the development of long-range plans.
• Responds to citizens’ questions and complaints related to department activities and operations; provides information, assistance, and technical expertise; researches problems and initiates problem resolution.

SPECIAL CONDITIONS
• May be required to work unusual hours in emergency situations and to be available on an “on-call” basis as assigned. Works in both office AND field conditions; subject to any and all variety of weather.

SUPERVISION RECEIVED
• Works under the general supervision of the Public Works Superintendent or other supervisor as assigned.

SUPERVISION EXERCISED
• Supervises Equipment Operators, Maintenance Workers, and other assigned personnel.

EDUCATION AND EXPERIENCE
• Graduation from high school or possession of a GED;
• Ten (10) years of increasingly responsible natural gas construction, repair or maintenance experience for a municipal service provider.
• Three (3) years of experience as a supervisor; regulatory compliance or management role.
• Hold a valid Class C Georgia driver’s license.

KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of construction and maintenance methods, equipment and terminology; ability to follow oral and written instructions including construction plan reading and estimating; ability to work from plans and sketches; ability to maintain a cooperative working relationship with fellow employees and the general public; ability to make arithmetic calculations for determining estimates of proposed work to be performed; ability to compute time and material forms and records; must possess & maintain all necessary PSC certifications and requirements; ability to supervise, motivate, counsel, evaluate and communicate with subordinates.

• Lift and carry objects weighing up to fifty (50) pounds.

The Gas Supervisor has a primary focus on providing superior workmanship in the construction, repairs and maintenance of natural gas infrastructure in the City of Sugar Hill by managing materials, labor, and equipment in order to complete work orders in a timely manner. Incumbents in this classification must maintain professionalism and courtesy when exposed to stressful situations and perform functions associated with programs associated with typical natural gas operations.
