The City Clerk is the official record keeper for the City and is appointed by the Mayor and Council.
Duties include recording and maintaining the Council's official actions in the minutes, coordinating and distributing the agendas, maintaining contracts, ordinances, resolutions and agreements for the City.
The City Clerk attests signatures of the Mayor and Council and is the official keeper of the City Seal. The City Clerk oversees the adoptions and publishing of the Code of Ordinances and helps to ensure that all open record requests are in accordance to the Open Records Act.

Open Records Request
The City of Sugar Hill is committed to conducting City business in a manner that complies with all legal requirements, fosters citizen confidence in City government, and promotes efficient and effective governmental operations. The City recognizes the importance of communicating information to citizens and other interested parties and will cooperate in supplying requested information which is considered a matter of public record.
In accordance with the Open Records Act, the City of Sugar Hill has three business days to respond to your request. It is important to note that a response does not necessarily mean the records will be available within that timeframe because some records are not readily accessible. In these instances, a timeline will be provided as to when the records are expected to be available.
You will receive a written notice along with an estimated cost to fulfill this request giving an option to proceed, amend or withdraw your request. Proceeding with the request means you
accept responsibility for all applicable charges, as allowed by the Open Records Act. The final cost will be provided when the request has been completed and it may include: copying
charges of .10 per page, administrative charges for search, retrieval, and other direct administrative costs. The City must provide at least fifteen (15) minutes free for search and
retrieval and after that, the hourly charge, which is imposed, shall not exceed the salary of the lowest paid employee who has the necessary skill and training to carry out the request.
The Georgia Open Records Act (O.C.G.A. § 50-18-70-77) requires that all public records, except those prohibited or specifically exempted by court order or by law, be open for personal inspection by any citizen of Georgia at a reasonable time and place.
In accordance with the provisions of the Open Records Act found in O.C.G.A. §5o-18-71(b) designate the following Open Records Officers to receive requests on behalf of the City and all of its departments (including but not limited to: Administration, Planning & Zoning, Streets & Sanitation, Gas Utility, Human Resources, Finance, Courts, Information Technology, Economic Development, Risk Management):

All Open Records Requests should be submitted during regular business hours; Monday – Friday, 8:00 am – 5:00 pm.

Business License / Occupation Tax Application Packet
Business Licenses / Occupation Tax
Your gross receipts must be filed with the City Clerk’s office so the Occupation Tax can be calculated. Applications for renewal will be sent in December. It is crucial for all businesses to make any changes on the application and to fill in the portion requesting gross receipts or the number of professionals and mail this back to the City. Invoices will then be generated and mailed. The licenses will be mailed upon receipt of payment. Property Tax
The City of Sugar Hill's Real and Personal Property tax is collected by the Gwinnett County Tax Assessor. The city offers a homestead exemption and senior citizens (65 or older who resides at the property address) may qualify for an exemption. Contact Gwinnett County Tax Assessor at 770-822-8800 or the City Clerk at 770-945-6716 for more tax information.
The current millage rate in the City is 3.80.
Tax Commissioner Property Tax Information and Services Available by Telephone
In response to the ever-growing population in Gwinnett County, the Tax Commissioner provides property tax information and services by telephone at 770-822-8800, 24 hours / 7 days a week, with English and Spanish language options, and live agents are available during regular business hours.

Alcohol Licenses |
Applications for Alcoholic Beverage Licenses are issued by the City Clerk. To obtain an application, please contact the Clerk at 770-945-6716.
Fees are as follows for the Licenses:
Beer: Retail Sale, $500.00 annually
Wine: Retail Sale, $500.00 annually
Retail sales shall consist of not more than twenty (20%) percent
of the gross revenue received from the overall operation of the business conducted from such location.

Consumption on the Premises Fees:
Beer and wine consumption on the premises: $1500.00 Annually
Spirituous Liquor for consumption on the premises: $2,500.00 Annually
Businesses shall derive at least fifty (50%) percent of its total annual gross sales from prepared food or meals.
